China and EU reach deal to halve Chinese hybrid car sales in Europe

China agreed to halve its sales of hybrid vehicles in the European Union under a 16-point consensus reached on October 9, 2026, preventing unilateral import caps and elevated tariffs. Chinese Commerce Minister Wang Wentao and EU Trade Commissioner Maroš Šefčovič finalized the accord after high-level trade negotiations in Beijing.

Under the terms of the deal, Beijing will rely on voluntary export restrictions to limit the volume of hybrid car shipments entering European markets. The joint statement released by both sides aims to address concerns over a widening trade gap between China and the bloc.

The agreement follows warnings from Brussels regarding the pricing of Chinese imports. According to reports from The Guardian and City News Service, the European Union alleges that Chinese state subsidies lower vehicle production costs, allowing automakers to undercut European manufacturers.

Brussels had threatened to impose fixed import ceilings and higher duties on Chinese hybrid vehicles if shipments exceeded set thresholds. The voluntary cap allows Chinese automakers to maintain market access without facing unilateral punitive measures.

Trade Deficit and Market Presence

The bilateral negotiations occurred against a backdrop of record trade disparities. China recorded a 360 billion euro ($404 billion) trade surplus with the European Union in 2025. The trade imbalance widened by 9 percent during the first six months of 2026.

Chinese car companies have captured a growing portion of the European automotive market. Automakers from China accounted for approximately 12 percent of total new car sales in Europe in August 2026.

In the plug-in hybrid segment, Chinese manufacturers established a particularly strong foothold. Chinese firms accounted for roughly one in every three plug-in hybrid vehicles sold in European markets prior to the new agreement.

Framework for Tariff Reductions

In addition to the voluntary hybrid car quotas, the 16-point consensus establishes a structure for future bilateral trade negotiations. Both parties agreed to examine potential tariff reductions on specific goods within the rules of the World Trade Organization.

The talks in Beijing represent an effort to stabilize trade relations between the two economies following disputes over industrial subsidies and vehicle exports. Both sides plan to move forward with the agreed framework to address specific tariff schedules.
